Your guide to the DA Process
Building a new house or renovating your property is always exciting. However, the Development Application process can sometimes be confusing and overwhelming. That’s why the NSW Department of Planning & Environment have developed ‘Your guide to the Development Application process" so the pathway to undertaking small scale development can be faster and easier.
The guide explains the development assessment and construction approval processes to assist mums and dads in preparing and lodging "assessment ready" development applications (DAs). It will further assist you by improving the quality of the DA lodged and reducing subsequent delays in seeking further information.

NSW Planning Portal - Zoning Information
Are you wondering what the zoning and permitted land use is for your property or a potential parcel of land you are looking to purchase?
The NSW Planning Portal is an initiative of the New South Wales Government and has been designed to provide public access to a range of planning services and information including documents or other information in the NSW planning database established under the Environmental Planning and Assessment Act 1979.

You can also download a property report from the NSW planning portal. The report is free and provides a simple overview of the key planning controls that apply to your site.
Council's Role in the Development Application Process
Council's role is primarily to check applications against development regulations including the Goulburn Mulwaree Local Environment Plan 2009, the Goulburn Mulwaree Development Control Plan 2009 and the Building Code of Australia.
Other than small scale development, such as single storey dwellings, alterations and additions and sheds, Council encourage you to engage a town planning professional who can assist you in the compilation of the plans, reports and specifications required for your development.
We also encourage you to use Council's pre-lodgement service, where you can meet with Councils staff to discuss your development and provide some guidance on your proposal.
For customer enquiries, Council has a Customer Service Counter located on the lower floor of the Civic Centre, Bourke Street, Goulburn. Council endeavours to have technical staff available throughout the day, however if you have a complex enquiry you may wish to make an appointment to ensure a technical officer is available.
