Tenders & Expression of Interest

Becoming a Council Supplier

Council is keen to involve interested and suitably qualified local businesses, as we implement projects and provide services to the Goulburn Mulwaree community.

As a public authority, Council is required to demonstrate accountability and transparency in all procurement processes which includes evidence of various insurance & compliance requirements.

NOTE: As with all other NSW councils, Council have access to provider panels established under legislation by prescribed persons. These panels are generally the preferred method of provider engagement, when available.

Minor Procurement

For purchases of outsourced goods, services and expertise valued at less than $250,000 and based on the planned budget, Council will generally:

  • Issue RFQs under prescribed panel agreements (as above); or
  • Issue selective quotations; or
  • Establish supplier panels for specific services for a contracted term.

The establishment of the supplier panels is via a tender process and will be advertised in the media and the Council e-tendering portal called TenderLink. (See details below)

Major Procurement

For projects or contracts (either Public Tenders or Expressions of Interest) valued at more than $250,000 Council will generally:

  • Issue RFQs under prescribed panel agreements (as above); or
  • Publicly advertised in the media, and typically issue & manage the tender via the TenderLink portal.

As GMC have a Memorandum of Understanding (MoU) with the other councils of the Canberra Regional Joint Organisation (CRJO) this means you will also be advised of any relevant tenders issued by these other Councils, broadening your business opportunities.

TenderLink is a self-registration portal requiring general business information and preferred tender category types.

Class 2

Additional information is required to be entered in the register for Class 1 contracts to which any of the following applies:

  • there has not been a tender process
  • the proposed contract has been the subject of a tendering process and the terms and conditions of the contract have been substantially negotiated with the successful tenderer
  • the obligations of one or more parties under the contract to maintain or operate infrastructure or assets could continue for 10 years or more
  • the contract involves a privately financed project as defined by guidelines published by the Treasury
  • the contract involves a transfer of a significant asset of the agency concerned to another party to the contract in exchange for the transfer of an asset to the agency

 

Class 3

If a Class 2 contract has (or is likely to have) a value of $5 million or more.

Council does not have any Class 3 Contracts.
