Council Meeting Wrap Up – 21 October 2025

Goulburn Mulwaree Council met on Tuesday, 21 October 2025, considering a range of reports and decisions impacting the local community.

Council deferred Review Application REV/0002/2526 for the proposed digital wall-mounted advertising sign at 31 Sydney Road, Goulburn. Council will prepare draft approval conditions and will present the matter at a future Council Meeting.

Council noted a report on the Land and Environment Court’s decision regarding a Class 1 Appeal for a previously refused childcare development at 130 Deccan Street, Goulburn. While Council initially rejected the proposal in July 2024 on grounds including overdevelopment, design incompatibility, and safety concerns, the Court has now granted consent with key amendments, including reduced child numbers (111), a lowered building height, and improved parking and laneway design.

Council amended and endorsed a submission to the NSW Select Committee on Proposed Energy from Waste Facilities, highlighting the region’s experiences with major proposals and calling for stronger protections for communities. Council is firmly opposed to these facilities in our backyard and will do everything in its power to safeguard our environment and residents from future developments of this nature. Council will now consider amending the GMLEP to prohibit the relevant land use definition for waste incineration in all land use zones.

Other matters included the endorsement of a new short-term licence for the Goulburn Barefoot Waterski Club, approval to finalise the 2024/25 Financial Statements for audit, and support for the 2026 Shibetsu Student Exchange Program.

A $2,500 donation was approved for Convoy for Kids Goulburn, and Council noted updates on grants, investments, and statutory disclosures.
