Exhibition of Planning Proposal – 407 & 457 Crookwell Road, Goulburn
Goulburn Mulwaree Council gives notice of the public exhibition of a Planning Proposal under Schedule 1 of the Environmental Planning and Assessment Act 1979. This Planning Proposal will amend the Goulburn Mulwaree Local Environmental Plan 2009 (GM LEP) by rezoning land at 407 & 457 Crookwell Road, Goulburn.

Council is currently seeking to rezone 407 & 457 Crookwell Rd, Goulburn within the Sooley Precinct of the Urban and Fringe Housing Strategy, to part R2 Low Density Residential, part R5 Large Lot Residential, part C2 Environmental Conservation and part RE1 Public Recreation, and amend the minimum lot size. The site comprises three existing lots, being Lot 70, 73 and 77 DP 1006688.
The planning proposal is proponent-led and seeks to rezone the land to R2 Low Density Residential and R5 Large Lot Residential to provide for two hundred and fifty six (256) new residential lots. The minimum lot size will be 700m2, for the R2 Low Density Residential portion, and will range between 4,000m2 and 2 hectares, for the R5 Large Lot Residential portion. The Planning Proposal also includes re-zoning to C2 Environmental Conservation Zone to encompass overland flood prone land, up to and including the Probable Maximum Flood (PMF). Areas containing remnant native vegetation and Aboriginal heritage on the site are to be re-zoned to RE1 Public Recreation. The C2 zone will not incorporate a minimum lot size.
Also proposed is the imposition of an Urban Release Area (URA) to the subject site, that will assist in facilitating logical and cost effective future development in accordance with a staging plan.
The public exhibition also includes an additional draft Site Specific chapter in the Goulburn Mulwaree Development Control Plan 2009 (GM DCP 2009). This chapter will include URA provisions prescribed under clause 6.2A of the GM LEP 2009. It will also provide more fine-grain standards which relate to subdivision requirements, house siting and setbacks, fencing, landscaping, traffic and access, water quality and contamination.
Planning Proposal
On 18 July 2023, Council resolved to prepare and forward a planning proposal to the NSW State Government to amend the land use zoning, to amend the minimum lot size, and to introduce the subject site as a URA. A Gateway Determination (approval to proceed to the next steps in the process) was issued to Council on 25 July 2024 by the NSW Department of Planning, Housing and Infrastructure. This Gateway Determination includes a number of conditions that must be addressed, including government agency and community consultation.
Council has consulted government agencies and is now undertaking community consultation.
The outcomes of this consultation will be reported back to Council for consideration, at which time Council may resolve to proceed, or not proceed with the current Planning Proposal, or proceed with an amended planning proposal. Council aims to complete this planning proposal process by 25 July 2025.
Council is currently the delegated ‘Local Plan Making Authority’ responsible for finalisation of the planning proposal but the Department of Planning, Housing and Infrastructure may determine the planning proposal should there be any outstanding unresolved objections.
