The city of Goulburn is experiencing significant population growth, with an estimated additional 7000 residents expected by 2036. In response to this growth, Goulburn Mulwaree Council is working through a comprehensive strategy to accommodate the increasing population.

The Council's plan includes the release of land on the city's outskirts to provide new family homes, as well as the implementation of increased residential density in and around the Goulburn Central Business District (CBD) to offer medium-density housing options. This strategic approach aims to diversify the current housing stock, with a focus on providing more 1- and 2-bedroom units in close proximity to retail, services, and facilities.

By intensifying development in and around the CBD, the Council seeks to optimize existing infrastructure, stimulate economic activity, and enhance the vibrancy of the city centre. However, the preservation of Goulburn's rich heritage, particularly within the Goulburn City Heritage Conservation Area, remains a key consideration in balancing increased density with historical significance.

To achieve these goals, the Council is in the process of revising the Local Environmental Plan and the Development Control Plan. These revisions aim to promote a diversity of housing types, increase residential density, enhance affordability, and maintain the unique character of Goulburn.

As part of the community engagement process, a survey has been launched to gather feedback on these proposed changes. Residents are encouraged to participate in the survey, which will help shape the future development of Goulburn. Further opportunities for public input will be provided during the Public Exhibition Stage of the Planning Proposal.
