Council to Consider Key Plans, Rates and Charges at April Meeting

Goulburn Mulwaree Council will consider several key agenda items at its Ordinary Council Meeting at 6pm on Tuesday 21 April 2026. Matters include Development Applications, leases, policy updates, the Disability Inclusion Action Plan, and Council’s Draft 2026–2027 Operational Plan, Budget, and Fees and Charges. These documents outline Council’s planned priorities, services, and financial framework for the coming year. The draft Budget and Fees and Charges include proposed adjustments across rates, water, sewer, waste, and other Council services for 2026–2027.

Rate Pegging: Council’s rating yield (the total revenue generated) is capped at a 4.6% increase, meaning total rate income cannot rise beyond this limit (not individual properties). This will result in an average weekly increase of:
• $1.37 per week in Goulburn
• $1.06 per week in Marulan
• $1.17 per week in other villages and non-farmland properties
• $2.21 per week for farmland properties

Sewer Charges: A 1% increase is proposed for both Sewerage Availability and Sewer User Charges.

Water Charges: Water Availability and Usage Charges are proposed to increase by 5% much like 2025-2026. Combined with sewer charges, this equates to an average total increase of approximately 2% to 2.25% for most residential properties receiving both services.

Domestic Waste: The Domestic Waste charge is proposed to increase by 2% to $452 per property, and the rural waste fee to $176.

Stormwater Levy: No levy is proposed for 2026–2027.

Most discretionary fees and charges will increase by 3–5%, reflecting rising service delivery costs, while some fees will remain unchanged due to previous adjustments.

Public Forum: A Public Forum will be held at 6pm on Tuesday 14 April 2026. Community members wishing to speak must register by 5pm Monday 13 April by calling 4823 4486 or emailing amy.croker@goulburn.nsw.gov.au
