2021/22 Operational Plan

Council adopted the 2021/22 Operational Plan and Budget, and also made a number of minor changes and additions following the public exhibition period.

Opposition to Waste to Energy

Council supported a motion put forward by Cr Ferrara, stating that Council will oppose any waste to energy and external waste facility proposals until the NSW Government develops a policy regarding these facilities setting out a number of environmental and community outcomes. The focus of the resolution was to ensure Goulburn Mulwaree does not become the dumping ground for Sydney’s waste.

Woodlawn Advanced Energy Recovery Centre

Council will make a submission to the NSW Department of Planning & Environment on this proposal focusing on a number of issues including air quality and odour, greenhouse gas emissions, traffic and transport, water and other issues. Further detail is available to view in the minutes.

Development Service Plan – Goulburn Stormwater

 Council adopted the Goulburn Mulwaree Development Service Plan 2021, Goulburn Stormwater, to commence on July 1 this year.

Crown Land Improvement Fund

Council will make application to this fund for the North Park Pavilion ($1.2 million) and Seiffert Oval toilets, fencing and pathway ($240,000).

Two Bridge Renewals: Carrick & Towrang Roads

A tender from GC Civil Contracting was accepted for $829,440 for design and construction of a new two lane concrete bridge (minimum width 9m) and safety barriers on Carrick Road. Councillors also accepted a tender from Bridgeworks for $3,027,972 for design and construction of a new two lane concrete bridge 4.5 metres higher than the existing bridge on Towrang Road. Both of these tenders have come in below budget.

Draft Vegetation Removal Offset Policy

This policy has been developed at the request of Council in order to balance the environmental loss of existing vegetation due to development with a program of planting and revegetation of Council owned land. Council have placed the draft policy on public exhibition for 28 days.

Shop 2580 Gift Cards

Councillors received an update report on business development matters including the Shop 2580 Gift Card program which now has over 35 redemption stores involved.
