Growing & Sustaining Goulburn Mulwaree
Council is committed to a growing and sustainable Goulburn Mulwaree.
‘Growing and Sustaining Goulburn Mulwaree – Your Future, Your Say’ is a program of planning investigations and
reviews being undertaken by the Strategic Planning section of Council. The
program includes detailed investigations related to land for employment
generation, heritage preservation, natural resources and housing variety
and supply. To do this Council will be carefully examining population growth,
infrastructure requirements and community needs.
The program is necessary to inform planning decisions that will shape
the future of Goulburn Mulwaree. The last such program was undertaken some ten
years ago so it is important to take stock of what was envisaged at that time,
evaluate what has been achieved and determine strategies going forward.
Community and stakeholder consultation is a key part of this program as
we discuss and plan how Goulburn Mulwaree will grow into the future. There will
be a variety of opportunities to have your say whether it is about providing
employment land, listing of heritage items, housing development or the overall
vision for Goulburn Mulwaree. We will be asking for your feedback on what you
value about our towns and villages, what the key issues are as far as growing
and sustaining Goulburn Mulwaree and your ideas on shaping our future.
‘Growing and Sustaining Goulburn Mulwaree – Your
Future, Your Say’ program includes three projects so far; Employment Land
Strategy, Heritage Study Review and Urban and Fringe Housing Strategy.
Employment Land Strategy
The Strategy examines
the current supply of business, commercial and industrial land and the region’s
growth and emerging industries. Recommendations of the Strategy inform a review
of development controls and policy to ensure that adequate and suitable
employment land is available to support the economic growth of the LGA into the
future. A significant program of consultation was undertaken, with submissions
received analysed and the appropriate amendments made to the Strategy which was
adopted by Council on the 20 December 2016. The final Strategy can

Heritage Study Review
Consultant Barker Ryan
Stewart has begun work on the Heritage Study Review. They have a 40 week
program including public participation & consolation. The purpose of the
Heritage Study is to identify, evaluate and provide conservation recommendations
for items, places and precincts of heritage significance. This will be done
primarily through the consolidation of existing studies and background
information into one document.
Urban and Fringe Housing Strategy
The Strategy will
address the existing supply of housing in urban areas (Goulburn and Marulan)
and land adjoining the urban footprint (i.e. fringe). It will identify
additional land requirements for future urban and rural residential housing
(based on an assessment of constraints to development) and detail the staging
of such land releases based on population growth and demand. Additionally
existing planning controls will be reviewed and amendments recommended based on
desired future character and consideration of opportunities for infill development,
medium density and housing for an ageing population. A procurement process has
commenced and is expected to be completed early in 2017.
On request Council’s Business Manager Planning and Strategic Outcomes will attend a group meeting or alternately arrange a meeting at the Civic Centre to discuss the program and listen to feedback on key areas of concern. The feedback from these sessions will be collated and used to inform future engagement activities and more detailed planning investigations.
