Goulburn Mulwaree Local Environment Plan 2009
The Goulburn Mulwaree Local
Environmental Plan 2009 (‘the LEP’) is the main tool used by Council’s
planners and other consent authorities in making decisions about land use and
development across the Goulburn Mulwaree local government area(LGA).
Under the LEP, all land within the LGA falls within one of 23 different
zones. That zoning is shown on the LEP’s zoning maps. Each zone has
a ‘Land Use Table’ which identifies what land uses and types of development are
permitted within that zone, and which are prohibited. It also shows
whether or not the permitted land uses and development require Council’s
The LEP also contains standards relating to matters such as lot size,
floor space, building height, flooding and heritage items.
The LEP was put into effect on 20 February 2009 and has since been
amended multiple times.
The zoning and other controls contained within the LEP are the result of
the extensive community and government agency consultation Council carried out
in preparing its long-term economic, social and environmental vision for the
local government area - the Goulburn Mulwaree Strategy 2020. Since
the LEP’s inception, other plans and strategies have informed further
amendments to the LEP.
Amending the LEP requires submission of a ‘planning proposal’, in
which the proponent must justify that the amendment is compliant with both
Councils plans and strategies as well as the requirements put forward by the
Minister of Planning in the ‘s9.4 Directions’ (formerly known as ‘s117
