Goulburn Mulwaree Development Control Plan 2009
The Goulburn Mulwaree Development Control Plan 2009 (‘the DCP’) is another key tool used by Council’s planners in assessing applications for land use and development across the Goulburn Mulwaree local government area.
The DCP supports the LEP in providing more detailed controls and guidelines, including:
·general development controls which relate to most forms of development – such as vehicular access and parking requirements, landscaping, and tree and vegetation preservation;
·principal development controls - for urban and rural development;
·controls for special development types – including dual occupancies, large lot residential development, outdoor dining, advertising and signage, telecommunication facilities, wind farms and extractive industries; and,
·site-specific development controls – for particular areas within the LGA, such as the Mary’s Mount Urban Release area, the Clyde Street development area, the Common Street Business Park, and the town of Marulan.
The DCP also contains engineering requirements, and general information and guidelines relating to the design, application and decision-making processes - including a DA checklist, requirements for landscaping plans, heritage assessment requirements and the Goulburn Mulwaree Good Design Statement 2005.
The DCP came into force on 20 February 2009.
Amendment No. 4
On the 7 June 2016, Council approved DCP Amendment No. 4 which became effective on 23 June 2016. The purpose of DCP Amendment No. 4 was to amend Goulburn Mulwaree DCP 2009 by:
·including definitions for ‘equivalent standard axle’ and ‘heavy vehicle haulage development’
·amending Section 7.2.2 Rural to refer specifically to Council’s Engineering Standards and delete duplicated provisions for rural roads that are already covered by those standards
·including a new Section 7.2.3 Heavy vehicle haulage development routes which combines some of the previous provisions of Section 3.17 Heavy Vehicle generating developments – Haulage Routes and the heavy vehicle road standards in existing section 7.2.2 (amended for clarity) into one section. This section contains all the provisions related to both selection of haulage routes and road standards applicable to heavy vehicle haulage developments.
