MAYORAL MINUTE – STATEWIDE ROAD EMERGENCY DECLARATION

Council supports the declaration of a Statewide Road Emergency as announced by Local Government NSW and Country Mayors Association of NSW.

The Mayor will write to the Prime Minister of Australia, The Hon Anthony Albanese MP, and the Premier of New South Wales, The Hon Dominic Perrottet MP, advising of this Mayoral Minute and Statewide Road Emergency Declaration.  Further details on this can be found within the minutes on the Council website.

AGRITOURISM - STATE POLICY AND PROPOSED AMENDMENTS TO GM LEP 2009

Council have resolved to write to the Department of Planning and Environment requesting to amend the provisions of the Goulburn Mulwaree Local Environmental Plan 2009 to prohibit “agritourism” in the IN1 General Industrial, IN2 Light Industrial, IN3 Heavy Industrial and C2 Environmental Conservation Zones.

As a part of that, Council will also request that the NSW Department of Planning and Environment amend the provisions of State Environmental Planning Policy (Exempt and Complying Development) 2008 relating to agritourism to:

a) Prohibit/exclude agritourism and farm stay in Industrial Zones and C2 Environmental Conservation Zones.

b) Be clearer about the application of the SEPP in relation to exempt development in the Sydney Drinking Water Catchment (outside the ‘Special Areas’) in relation to on site effluent management requirements.

c) Increase protections for biosecurity and setbacks to adjoining properties being used for primary industry.

QUARTERLY BUDGET REVIEW

Council endorsed the budged variations contained within the September 2023 Quarterly Review. Further details on this can be found within the minutes on the Council website.

2122T0015 SAFETY BARRIER SYSTEMS PANEL

Council accepted tender submissions from the following companies for the supply and installation of Safety Barrier System on an as required basis for the period of four (4) years

  • Euro Civil Pty Ltd
  • Guardrail Infrastructure Pty Ltd
  • Western Safety Barriers Group Pty Ltd

COUNCIL POLICIES

The following policies will be placed on public exhibition for 28 days and if no submissions are received, they will be adopted as Council policies:

(i) Alcohol and Other Drugs Policy

(ii) Leasing/Licencing of Council Property for Community Organisations Policy

(iii) Plaques & Memorials Policy

Any submissions received are to be considered and reported to Council prior to final adoption of the policy(s).


SUSTAINABILITY ADVISORY COMMITTEE - EXPRESSIONS OF INTEREST FOR COMMUNITY MEMBERS

Council appointed Richard Ernst, Roger Grice, Danielle Marsden-Ballard, Michael Michaelmore, Sonya Reyes, Ray Shiel and Nathan Smith as the community representatives to the Sustainability Advisory Committee.

All applicants will be advised of the results of the expression of interest process and the first meeting is to be arranged.

GOULBURN COMMUNITY CENTRE WORKING PARTY

The following Expressions of Interest to be on the Goulburn Community Centre Working Party were accepted:

(i) Jacki Waugh

(ii) Lorraine Emerton

(iii) James Styles

(iv) Ray Shiel

(v) Alan Whitten

The Community Centre Terms of Reference will be updated to increase community representation on the Working Party to five (5).

MINUTES OF THE RAY HARVEY SPORTS FOUNDATION COMMITTEE MEETING HELD ON 24 OCTOBER 2022

The Ray Harvey Sports Foundation Committee allocated funds to the successful applicants. The full list of funds allocated can be found within the minutes on the Council website. The Cheque presentation for successful applicants will be held at 5.15pm, before the Ordinary Meeting of Council on Tuesday 6 December 2022.
