Cost Estimates and Investigations

Substantial preliminary work has been done on the Highlands Source Project. 

Much of the preliminary investigation has been based on the emergency pipeline detail developed prior to June 2007 by both the NSW Department of Commerce and specialist consultants Evans and Peck. The NSW Department of Commerce Drought Emergency Pipeline Route Corridor Option Study presents an analysis of pipeline route corridor options and highlighted issues.  The Evans and Peck Risk Modelling of Cost Estimate reviewed the Department of Commerce Estimate and determined risks and contingencies.  Subsequently there are an array of estimated prices well beyond the current estimate of the Highlands Source Project.

The current preliminary estimate for the Highland Source Project being $49.8M results from a review of the Evans and Peck estimate and the removal of some substantial cost items, which were only necessary for the emergency requirements.  Council's preliminary cost estimatebased on this review is available below.
