Funding
Goulburn's unique circumstances during the current drought have attracted the attention of both State and Federal Governments.
This has resulted in generous offers of funding for drought security works, which have removed much of the cost burden from the local community. The letters of offer are attached below. Rain in June 2007 enabled more time for developing these funding offers. By July 2008, the funding arrangements were confirmed, including a deed with the Federal Government.
The estimated cost of the project, based on preliminary work, is $49.8M. Both the Federal and the State Government have offered up to $20M towards this project. The balance, estimated to be $10M, is to be funded by a Council loan to be repaid with a special levy of $75 a year for households.
The Federal and State Government offers of financial assistance are in effect an 80 percent subsidy. The Commonwealth offer is from the Water Smart Australia Program administered by the Department of the Environment, Water, Heritage and the Arts. The State offer is administered by the NSW Department of Water and Energy.
