Goulburn has not had water security during droughts for many years.

In 2007 it was predicted that there was a high risk of the City running completely out of water by May 2008.  Work undertaken in 2007 estimating Goulburn's long term water security confirmed that the current dams will not provide a secure water supply in the face of drought, climate change and the need for increased environmental flows.

The following reports were commissioned to investigate options to transport water into Goulburn under emergency circumstances. These reports were superseded by significant rain in June 2007, which removed some of the urgency.  However, the Department of Commerce report on pipeline routes and the Evans and Peck report on the cost estimate review have become the basis for preliminary work on the long term Highlands Source Project.

In parallel to these emergency pipeline considerations, Council was undertaking an Integrated Water Cycle Management (IWCM) investigation, the Goulburn Mulwaree Water Management Strategy.  One of the priorities was to investigate major water supply options for Goulburn.  The outcome of this work was that only the connection to the Sydney Catchment Authority's Wingecarribee Reservoir could provide cost effective drought security for Goulburn to the year 2040. An outline of the yield analysis and costs of Goulburn's water options is available for viewing on the PowerPoint presentation.
